Who Can Serve Process in Washington State
Governed by RCW 4.28.080, CR 4, and the RCW 18.180 Process Server registration program.

Under RCW 4.28.080 and CR 4(c), service of process in Washington may be made by the sheriff of the county where service is effected, a deputy sheriff, or any person over 18 years of age who is competent to be a witness in the action and who is not a party. Washington also operates a process server registration program under RCW 18.180, administered at the county level — private process servers must be registered with the county in which they routinely serve, with bond and annual renewal requirements. Using an unregistered private server where registration is required invites motions to quash. Served 123 LLC uses only RCW 18.180-registered servers with active credentials.

Manner of personal service on individuals is governed by RCW 4.28.080: personal delivery (subsections 1-14 for specific defendants), and substituted service under RCW 4.28.080(15) — leaving a copy at the usual place of abode with a person of suitable age and discretion then resident therein. Washington does not require a family relationship — any suitable-age resident qualifies. Service on corporations is under RCW 4.28.080(9). Service by publication under RCW 4.28.100 requires a court order. Long-arm jurisdiction uses RCW 4.28.185. Return of service is governed by CR 4(g).
